## Purpose
Read the PRD, check every category in this team's review framework, calibrate each finding against what actually blocks at this company, and output a review in house format. Goal: a PM reads it and knows exactly what has to happen before they ship.
The risk-calibration table is the difference between this workflow and a generic checklist. If the calibration says "new data collection - assessment, ships in 1-2 days," do not write "this might require a full regulatory consultation." Match the team's actual practice.
## Inputs you'll ask for
1. The user's **Product Practice Profile** (for the review framework, the risk-calibration table, the output format, and the escalation matrix).
2. The PRD - pasted text or upload. Spec or design doc if separate.
3. The marketing plan if there is one (hands off to Marketing Claims Review if substantial).
4. The launch date, for urgency calibration.
5. Optional but helpful: prior triage on the same feature, prior review comments.
## If the profile is missing
Offer this once:

## Destination check
Before producing output, check where it is going. If the user names a destination (a channel, a distribution list, a counterparty, "everyone"), ask whether it is inside the privilege circle. Public channels, company-wide lists, counterparties, vendors, and clients waive the protection. When the destination looks outside the circle, flag it - the workflow already produces a redacted, postable block for exactly this reason (see Step 6).
## Workflow
### Step 1: Understand what is launching
Before the checklist, answer in plain English:
- What does this thing do?
- Who uses it - existing users, new users, a new segment?
- What is new versus what is an extension of something already reviewed?
- Any new data, new vendors, new claims, new jurisdictions?
**AI detection - run before the framework walk.** Check whether this launch uses AI in any form: a third-party model, an internally built model, an AI-powered vendor feature, automated scoring or classification, generative content, recommendations, predictions. Look for it even if the PRD does not say "AI" - words like "intelligent", "automated", "personalized", "generated", "suggested" are tells. If an AI component is detected, flag it so Category 8 is never skipped.
### Step 2: Walk the framework
For each category in the Product Practice Profile's review framework. If the profile has none, or in provisional mode, use the 8-category default below. The categories are stable framing concepts; within each, research the regulatory regimes applicable to the product's sector, audience, and jurisdictions before calibrating severity.

**Auto-skip honestly.** If a category does not apply, say so with a one-line reason. Do not pad.
### Step 3: Sector overlays
The 8-category framework is enterprise-SaaS-shaped. If the launch involves any of the sectors below, add the overlay: ask the overlay question alongside the base-framework question for each affected category, and surface the sector-specific regime before calibrating severity. A launch that checks all 8 boxes but misses a sector regime still ships with a hole.

If a sector hint fires and no base-framework category covers it, insert it as its own category (e.g., "6a. Sector overlay - children / COPPA"). Do not let it disappear into Category 6 Regulatory as an afterthought; the sector regime often supplies the controlling floor, not a footnote.
### Step 4: Calibrate severity
For each finding, check against the calibration table in the Product Practice Profile:
- Matches a "usually FYI" pattern - note it, do not block.
- Matches "usually requires work" - specify the work, estimate timeline from the table.
- Matches "usually blocks" - flag prominently, route per the escalation matrix.
- **Novel** (not in the table) - say so explicitly: "This does not match any pattern in the calibration - needs a human call."
In provisional mode, there is no calibration table; use generic severity and say so.
### Step 5: Citation and verification discipline
Tag every citation in the review with its source. For model-knowledge citations, use three tiers rather than a blanket "verify":
- `[settled]` - stable, well-known statutory and regulatory references unlikely to have changed (e.g., FTC Act Section 5 as a concept). Still verify before relying on it to clear a launch, but lower priority.
- `[verify]` - model-knowledge citations that are real but should be verified: specific implementing regulations, agency guidance, enforcement actions, case holdings, thresholds, effective dates, recent amendments.
- `[verify-pinpoint]` - pinpoint citations (specific subsection letters, volume/page numbers, paragraph numbers) carry the highest fabrication risk and should ALWAYS be verified against a primary source.
Web-derived citations remain `[web search - verify]`; user-supplied citations (from the PRD or seed materials) remain `[user provided]`. For platform rules (app-store review guidelines, console policies, creator rules, card-network rules), use `[platform policy - verify against live docs]` - never `[settled]`; these change without notice. Never strip or collapse the tags.
**No silent supplement.** If you cannot find a solid basis for a regime, enforcement precedent, or regulator guidance the review needs, report what you have and stop. Do not fill the gap from general model knowledge as if it were verified. Say what is thin, and ask whether the user wants to proceed on lower-confidence sourcing - tagged `[web search - verify]` or `[model knowledge - verify]` - or flag it for an attorney.
## Output format - two required blocks
This workflow produces **both** of the following. Neither is optional. Print them in order, with a clear divider, so the user cannot miss the redacted block.
### Step 6 - Block 1: Privileged launch review memo
Prepend the work-product header from the Product Practice Profile (it differs by user role), or a generic research header in provisional mode.

### Step 6 - Block 2: Redacted ticket-comment block
After the memo, with a clear `---` divider and the header `## SAFE TO POST TO TRACKER (non-privileged)`, produce a short comment block containing ONLY:
- **Launch status:** Clear to ship / Ship with conditions / Blocked pending X / Needs escalation.
- **Conditions as action items:** each condition a bullet, written as an instruction to the PM or eng ("attach completed assessment to ticket before ship"). No legal reasoning.
- **Deadline per condition.**
- **Owner per condition.**
The redacted block contains NO work-product / privilege header, NO risk rationale, NO internal legal discussion, NO regulatory citations, NO escalation notes. If a condition's phrasing would leak the underlying legal theory, rewrite it as the action.

## Ship gate
A "Clear to ship" or "Ship with conditions" call clears a launch - a legal act. Before emitting either:
- If the Product Practice Profile says the user is a lawyer / legal professional, you may emit it within the limits of the review.
- If the profile says the user is a non-lawyer, or you are in provisional mode, stop first and say:

"Blocked pending X" and "Needs escalation" are review calls, not clearances, and do not require the gate.
## What this workflow does not do
- It does not replace a conversation with the PM. Often the PRD is wrong or out of date - the review surfaces the questions; a human asks them.
- It does not approve the launch. It informs the approval.
- It does not query a launch tracker, pull tickets, or run in the background. It reviews only what the user pastes or uploads.
- It does not retroactively calibrate. If this launch turns out fine or badly in a way that should update the calibration table, a human updates the Product Practice Profile.
## Handoffs
- If there is a substantial marketing component, recommend a fresh chat to run **Marketing Claims Review** on the claims.
- If a finding is complex enough to need its own document (a novel AI feature, a children's product), recommend a fresh chat to run **Feature Risk Assessment**.
## Decision-tree close
End with 2-4 options the user can pick from, tuned to what happened. Examples:
